What You Need to Know

When purchasing property in Portugal, the buyer pays several taxes and fees. The main ones are IMT (property transfer tax) and Imposto do Selo (stamp duty). IMT rates depend on the property value and purchase purpose: primary residence or investment.

Since August 2024, there's an exemption for young buyers under 35 — complete IMT exemption when purchasing first home for permanent residence up to €324,058.

Property Transfer Tax

IMT is a progressive tax with rates depending on property value and purchase purpose. Rates for primary residence are lower than for secondary homes or investments.

IMT Jovem — Young Buyers Exemption

New 2026 Limits

On January 9, 2026, parliament approved increased IMT Jovem limits. Full exemption now up to €330,539 (mainland) and €413,174 (islands).

Partial exemption: up to €397,266

Mainland — 8% rate only on amount above threshold

Islands (Madeira, Azores): +25% to limits

Example: A 32-year-old buyer purchases their first apartment for €320,000 as primary residence. Savings: ~€12,000 on IMT + €2,560 on Stamp Duty = €14,560

Imposto do Selo — Stamp Duty

Fixed Rate

0.8%

of property value (or tax assessment VPT, if higher)

Paid at the notary when signing the deed. This is a fixed fee that doesn't depend on purchase purpose or property type (except for young buyers exemption).
